Description of Event
The Florida TARP Forum is a moderated leadership forum to discuss the utilization of TARP Funds (Troubled Assets Relief Program) and issues surrounding our country's financial health. In an effort to keep our community's financial institutions, businesses and families financially stable and prosperous in the coming years, banking institutions, the federal government and community leadership will support a broader understanding of both the complexity of this situation and the original and future intentions of TARP funds.
Our government is taking strides to ensure our lenders, the keystones of our financial system, are secure. The Treasury Department was empowered through the Emergency Economic Stabilization Act of 2008 to invest billions, primarily through security purchase agreements, into qualified financial institutions. Beyond that agreement, there has been no consensus as to what the industry could or should do to spur economic stimulus.
Answers are scarce, and our community reels from the effects of the credit crisis. In order for the leadership of our community to better suggest solutions, we must convene to discuss and understand the dynamics involved.
The moderated Florida TARP Forum will include three primary sections:
- Dissertation on the present financial health of the greater economy.
- Moderated discussion between a panel of industry experts, regulators, lenders and our political advocacy.
- Open-forum discussion between members of our community and invited guests.

Keith Cate - Moderator
Keith Kate co-anchors the 5, 5:30, 6 and 11o’clock evening news. His awarding winning reporting has spanned 25-years and has taken him across the country and around the world…including stops in Brazil, Cuba, Germany, France, Spain and the former Soviet Union. Keith began his broadcasting career in 1983 in Kingsport, Tennessee. Prior to making the move to Tampa in 2000, Keith worked for television stations in Columbus Ohio, Baltimore Maryland and Birmingham Alabama. Keith has earned many professional honors for his investigative reporting and anchoring including four Edward R. Murrow Awards and 13-Regional Emmy Awards. He is a graduate of East Tennessee State University with a bachelor’s degree in Broadcast Communications.
Rep. Kevin Ambler - Florida House Representative, District 47
Kevin Ambler has served as Florida House of Representative for District 47 since 2002. As Rep. Ambler continued his public service he also gained notoriety through his support for the local healthcare community and his work with Moffitt Cancer Center. As a legislator he fought hard for consumer rights and to increase business incentives throughout the state. Before entering politics, Rep. Ambler graduated from Cornell University and also served in the U.S. Air Jag Reserves where he continues to serves currently. In 1991, he was honored by receiving the Outstanding Reserve Judge Advocate of the Year award. Rep. Ambler was also known for his pro bono work through his law firm and has been recognized publicly for his unselfishness towards those who needed his help the most.
Congressman Gus Bilirakis
Gus M. Biliraki was elected to Congress on November 7, 2006 to represent Florida’s Ninth Congressional District. This district includes portions of Pasco, Pinellas and Hillsborough counties. He is currently serving his second term in the United States House of Representatives. Prior to being elected to Congress, Congressman. Bilirakis was elected to four terms as a member of the Florida House of Representatives. During his tenure in Tallahassee (1998-2006), he chaired several prominent panels including Crime Prevention, Public Safety Appropriations, and Economic Development, Trade & Banking Committee, gaining valuable expertise with ample benefits from his colleagues. He has become known as a consensus-builder who worked across party lines for the common good, as well as for focusing on constituent service and begin accessible to those he represented. He still stands true to these traits.
Ike Brannon - Former US Treasury Official
Ike Brannon served on the McCain-Palin campaign as senior policy adviser. Prior to joining the campaign, Mr. Brannon was a senior advisor for tax policy at the U.S. Treasury. He also served Congress as principal economic advisor for Senator Orrin Hatch on the Senate Finance Committee and as chief economist for information and regulatory affairs at the Presidential Office of Management and Budget.
Jerry Campbell - HomeBanc Chairman, President & CEO
Jerry Campbell has over 40 years experience in the banking industry with an impeccable track record of success. Mr. Campbell founded CNBS Financial Group, Inc. in 2007, now HomeBanc, and has quickly built one of the strongest management teams in Florida banking. His company ranked the No. 1 bank (and 17th company overall) in Fortune magazine’s 2006 “100 Best Companies to Work For” and has placed on the list for 6 consecutive years. It was also recognized as “SBA Preferred Lender of the Year” in Michigan for 11 years and was the largest SBA lender in Michigan during that period. Mr. Campbell earned his undergraduate degree from Central Michigan University and his Master in Business Administration degree from the University of Michigan and Wayne State University.
Tramm Hudson
Tramm Hudson has a prestigious career as a bank executive tracking back to 1981 with North Carolina Bank (now Bank of America) to his current consulting firm, Tramm Hudson and Partners. Mr. Hudson has also served on a number of civic and business organizations in Florida, including Workforce Florida, United Way Campaign Leader and Board member and Sarasota Chamber of Commerce. He also has been very active in Republican politics in the state, serving in the campaigns of Porter Goss and Jeb Bush. He is a life member of the NRA.
Pam Iorio - Mayor of Tampa
On April 1, 2007, Pam Iorio was sworn into office for her second term as Mayor of the nation’s 55th largest city. As Mayor, Pam Iorio serves on the Aviation Authority, the Port Authority, the Board of Trustees of the University of Tampa and the recently established Tampa Bay Area Regional Transportation Authority. She also serves as a member of the advisory board for the Dr. Kiran C. Patel Center for Global Solutions at the University of South Florida. Iorio began her political career at age 26, when she became the youngest person ever elected to the Hillsborough County Commission (1985-1992). A year later her fellow commissioners elected her chairman. After serving two terms on the County Commission, Iorio was elected three times to the office of Supervisor of Elections for Hillsborough County (1993-2003). In 2000, she was elected President of the Florida State Association of Supervisors of Elections, becoming the spokesperson for the supervisors during the 2000 presidential election. Iorio attended Hillsborough County public schools and graduated from American University in Washington D.C. with a BS Degree in Political Science. Iorio also earned a Master’s Degree in History from the University of South Florida in Tampa in 2001. She has published several articles on Tampa’s civil rights and political history.
Lt. Governor Jeff D. Kottkamp
Jeffrey D. Kottkamp took the oath of office as Florida’s 17th Lieutenant Governor on January 2, 2007. As Lt. Governor, he serves as Chairman of the Board of Space Florida, Chairman of the Florida Sports Foundation, Chairman of Florida’s Children and Youth Cabinet and oversees the Florida Department of Highway Safety & Motor Vehicles, Governor’s Office of Adoption and Child Protection, Florida’s Film and Entertainment initiatives and the Governor’s Office of Drug Control. He also chairs the Davis Productivity Awards program. Before becoming an elected official, Lt. Governor Kottkamp served as a law clerk for the U.S. District Court Judge Joe Eaton (who served in the Florida Senate from 1957-1959) and U.S. District Court Judge Sidney Aronovitz. Lt. Governor Kottkamp first ran for public office in 200, when he was elected to the Florida House of Representatives. He was subsequently re-elected in 2002 and 2004. Lt. Governor Kottkamp earned his bachelor’s degree in Political Science from Florida State University in 1984. He then attended University of Florida’s College of Law and received his Juris Doctor degree in 1987.
Daniel Mitchell- Senior Fellow: CATO Institute
Daniel Mitchell is a Senior Fellow at the Cato Institute in which he is a strong advocate of a flat tax and international tax competition. Prior to joining Cato, Mitchell was a senior fellow with The Heritage Foundation, and an economist for Senator Bob Packwood as well as the Senate Financial Committee. He also served on the 1988 Bush/Quayle transition team and was Director of Tax and Budget Policy for Citizens for a Sound Economy. You can find his articles in publications such as The Wall Street Journal, New York Times, Investor’s Business Daily and The Washington Times. He is a frequent guest on radio and television as well as a popular speaker on the lecture circuit. Mr. Mitchell earned his bachelor’s and master’s degrees in Economics from the University of Georgia and a Ph.D. in Economics from George Mason University.
Congressman Adam H. Putnam
Since January 2001, when at the age of 26 he became one of the youngest member of Congress in history, Congressman Putnam represents the Twelfth District of Florida in the U.S. House of Representatives. This district is composed of most of Polk County and portions of Hillsborough and Osceola counties. Congressman Putnam is a member of the Committee of Financial Services, which oversees all components of the nation’s housing and financial sectors. Congressman Putnam served as a member of the committees on Agriculture, Budget, Government Reform and the powerful committee on Rules. He was also selected by his peers to chair the Republican Conference, his party’s third highest leadership post. Congress Putnam graduated from the University of Florida with his bachelor’s degree in economics in which soon after he won the election to the Florida House of Representatives where he served from 1996-2000.
Rep. Darryl Rouson
In April 2008, Rep.Darryl Rouson was elected House of Representative of Florida for District 55. This district covers Pinellas, Manatee, Sarasota and Hillsborough counties. Rep. Rouson has had years of activism, bold leadership and community service by serve by serving on the prestigious Statewide Taxation and Budget Reform Commission and being appointed to serve on the Transition Teams of Attorney General and current Governor Charlie Crist. He served as the St. Petersburg Branch President of the NAACP (200-2005.) One of his biggest accomplishments was “Pushing the parent company of The St. Petersburg Times to honor a long-standing commitment to diversifying its own board.”
Commissioner Mark Sharpe
Mark Sharpe, a Tampa native, was elected to the County Commission in 2004. Prior to his election, he had 8-year tenure as an active duty office with the U.S. Navy. He retired after two decades of service, which includes 12 years of the Naval Reserves. Comm. Sharpe also worked as a development officer for a private school, as a government relations consultant and served on the county’s Citizens Advisory Committee. Receiving his bachelor’s degree in Multinational Business from Florida State University, he earned a master’s degree in Strategic Studies from the University of South Florida.
Brian M. Smith - Managing Partner for Lender’s Consulting Group
Mr. Smith brings to LCG extensive experience in corporate finance, most notably in the areas of commercial credit, underwriting and due diligence. Mr. Smith was most recently a Vice President of Textron Financial Corporation (TFC). There, he managed the structuring, underwriting and due diligence processes for several operating divisions, including the Finance Company Services and Telecom and Energy Lending. The former, specialized in making loans to financial services firms and finance companies. There, Mr. Smith completed numerous complex loans to a variety of finance businesses including asset-based lenders, factors, consumer lenders, retail lenders, and a myriad of other niche finance companies. He was also appointed by executive management to lead portfolio and operations reviews of other divisions including Cessna Finance Company and TFC’s resort, floor plan and golf finance divisions. Prior, Mr. Smith was a principal and COO of Health Capital in New York; a company that specializes in providing financing to health care businesses nationwide. Early in his career, he held various management positions with MediFin and Professional Factors in Tampa, Florida-provided factoring, asset-based lending and mezzanine financing. He was formerly President of the Association of Medical Finance Professionals and is a member of The University of Tampa’s Board of Counselors. Mr. Smith holds Bachelors Degrees in Finance and Economics from the University of Tampa and has completed numerous industry-specific training programs.
Rebecca Smith - President/Founder A.D. MORGAN CORPORATION
Rebecca Smith, the President and Founder of The A.D. Morgan Corporation since 1989, serves as a member of Associated Builders and Contractors, Department of Defense Orientation Conference Association, and is a Chairman of the Board of Directors for the West Coast Chapter of the Better Business Bureau. Ms. Smith previously served as Chairperson to AIA/AGC, liaison for committee developing and recommended professional protocol for Architects & Contractors, and is the recipient of many prestigious awards such as Executive Woman of the Year 1999 & 2000. She has appeared on CBS This Morning and CNN Financial News Network discussing female entrepreneurship. Ms. Smith earned her Bachelor of Science in Design Architecture and a Master’s Degree in Building Construction, from the University of Florida.
Raymond F. Sandelli - Senior Managing Director CBRE
Raymond F. Sandelli began his brokerage career with CB Richard Ellis, Inc. as an Office Leasing Specialist in Seattle, Washington. In 1985, he joined the Cincinnati office as Sales Manager, and in August of 1987, he assumed the position of Managing Officer. Currently, Mr. Sandelli is a Senior Managing Director for CB Richard Ellis based in Tampa Florida. Prior to joining CB Richard Ellis, Mr. Sandelli was Vice President of Leasing for The Rainier Fund, Inc. , a Seattle based commercial real estate development and management firm. In 2000 Mr. Sandelli was the recipients of the J. Frank Mahoney Award for Excellence, the firm’s highest acknowledgement for management. In 2005 the Florida Region, received the President’s Award as CBRE’s top performing large market area. Mr. Sandelli received his Bachelor of Science degree in Business Administration from Monmouth University, Long Branch, New Jersey. He also has 3 years of military service as a Naval Officer and Aviator. His final tour was as a member of the Navy’s Flight Demostration Squadron, the Blue Angels.

David Jennis has been practicing law in Florida since 1988. Mr. Jennis is board certifi ed in Business Bankruptcy Law with areas of practice in business bankruptcy, creditors’ rights, reorganizations, corporate restructurings, asset acquisitions and dispositions, insolvency proceedings, loan works-outs, assignments for the benefi t of creditors and general corporate transactions. He is the former Chairman, President and Chief Executive Offi cer of Walter Industries, Inc., a diversifi ed company with businesses in water infrastructure, fl ow control, water transmission products, metallurgical coal and natural gas, and affordable homebuilding. He served as Chairman from March 2002 to September 2005, and as President and Chief Executive Offi cer from November 2000 to September 2005. He is also a director of Terex Corporation and James Hardie Industries, N.V.
