A recognized leader and visionary, Donald Phillips, managing director for Phillips Development & Realty, LLC (PDR), has been honored with his third gubernatorial appointment from Governor Charlie Crist.
Most recently, he was re-appointed to the Enterprise Florida (e-Florida) board by Gov. Crist and asked to sit on the Legislative Policy Commission, a liaison group which interfaces with the state legislature and cabinets to promote initiatives fostering both competitiveness and effectiveness. Phillips was initially appointed board member to e-Florida by Speaker of the House, Larry Cretul.
“We are fortunate to have business and civic leaders like Donald Phillips in the great State of Florida,” said Gov. Crist. “His service and dedication is commendable and does not go unnoticed.”
Prior to the e-Florida board selection, Phillips was appointed and re-appointed by Gov. Crist to the Tampa-Hillsborough County Expressway Authority (THEA), and currently serves as the Vice Chair. His experience and familiarity with the surrounding communities made him an excellent choice for the $40-million-a-year THEA, which owns and operates the Selmon Crosstown Expressway.
Phillips continues to build a legacy representing quality and integrity in the industry, and his work has captured the attention of leaders throughout the state.

In addition to his gubernatorial recognitions, Phillips was also appointed as one of five board members for the Transportation & Expressway Authority Membership of Florida (TEAMFL), an association of five expressway authorities. Here, he assists with transportation-related policies to advance the development and operation of high-quality expressway systems in Florida.
